Lviv entrepreneur to oversee construction of Kherson shelter for almost a million

A private entrepreneur from Lviv will oversee the construction of a radiation shelter on the territory of a school in Kherson. The cost of the service is over UAH 850 thousand.

This was reported by the Center for Public Investigations on the Prozorro e-procurement website.

The Capital Construction Department of the Kherson City Council signed a contract for technical supervision of the construction of a radiation shelter on the territory of school No. 55 in Kherson. Representatives of the city council decided not to hold a tender, concluding an agreement with entrepreneur M. Stechyshyn worth UAH 856 thousand without using the electronic system. For these funds, he is to check the progress of construction work until August 31, 2025.

According to information from the YouControl analytical system, Mykhailo Stechyshyn registered as an individual entrepreneur in November 2023 in Lviv and has been specializing in construction supervision since then.

As for the construction of the school shelter itself, the Capital Construction Department of the Kherson City Council signed a contract with a company that has been on the market for just over a year and has a registered capital of UAH 100. The cost of the work was estimated at almost UAH 90 million.

According to the information published on the Prozorro portal, the agreement was concluded with Tensens LLC without an open tender. The construction of the shelter should be completed by August 31, 2025.

Since the contracting procedure did not involve the use of an electronic system, there are no documents on Prozorro that would confirm that the contractor has qualified specialists, material and technical base, necessary experience or financial capabilities.

According to the YouControl analytical system, Tensens LLC was founded in Kyiv in May 2023 by Serhii Haidukevych. In November 2024, the company became the property of Maksym Serdiuk, a resident of the village of Kopyly, Poltava region, who also became its director. Prior to that, Serdiuk worked as a sole proprietor with a taxi business as his main activity.

Recently, Kherson signed an agreement to protect the art museum, which was looted by the Russians during the city's occupation.
