Former taxi driver from Poltava region received a contract for almost 90 million in Kherson without competition

On December 24, the Capital Construction Department of the Kherson City Council signed an agreement for the construction of a radiation shelter with a company that has been on the market for a little over a year and has an authorized capital of UAH 100.

According to the Public Procurement Center, the department signed the contract with Tensens LLC directly without a tender. The contractor has until August 31, 2024 to complete the work.

Since the agreement was concluded without the use of an electronic system, there are no documents on the Prozorro website that would certify that the contractor has trained specialists, material and technical resources, work experience and financial solvency.

According to the YouControl analytical system, Tensens was registered in Kyiv in May 2023 by Serhii Haidukevych. And in November 2024, the company was taken over by Maksym Serdiuk from the village of Kopyly, Poltava region. At the same time, Serdiuk became the company's director. Prior to becoming the owner of the construction company, Maksym Serdiuk was a sole proprietor with the main KVED "taxi service".

Prior to the change of ownership, i.e. until the fall of this year, the company had never participated in public procurement. However, this is the second contract in a row. Serdyuk also signed the first one in early December with the Kherson Department of Capital Construction for the construction of a shelter at Vocational School No. 2. The contract was signed without a tender. The deal is worth more than UAH 82 million. That is, in a month, the newcomer firm received contracts worth UAH 169.8 million.

Meanwhile, Velyko Oleksandrivska secondary school No. 2 in Beryslav district, Kherson region, announced a tender for the construction of a new shelter on the school's premises. Also, the Bilokrynytsia hub is preparing to sign an agreement to repair the school, which is located in the frontline village of Bila Krynytsia, Kherson region. A contractor from Dnipro was selected without competition. The procurement was held on December 10 in the format of open bidding with special features that provide for shorter timeframes for the procedure. Only one company took part in the bidding, and it won.
