In Kherson, firms with dubious pasts were awarded contracts to build shelters for 300 million without competition

This week, the Capital Construction Department of the Kherson City Council concluded three contracts for the construction of shelters in the city's educational institutions for UAH 294.1 million with the odious Budpostach-StSV LLC and Alsvit Plus LLC without a tender.

This was reported by the Center for Public Investigations with reference to the Prozorro electronic public procurement system .

The first two contracts for the construction of a protective structure on the territory of Kherson Gymnasium No. 56 and for the construction of a shelter on the territory of School No. 41 were signed by the Capital Construction Department of Kherson City Council with Budpostach-PSSV LLC on September 19. The contracts are worth UAH 109.1 million and UAH 89.8 million, respectively. The construction is to be completed by June 1, 2025.

According to the Youcontrol analytical system,Budpostach-STSV LLC, with which the municipal enterprise signed an agreement for UAH 11 million 996 thousand 55, has been on the market for more than 9 years. Back then, the company was registered in Lviv and was called Vector-SVS. In the fall of 2023, its location was re-registered in Ivano-Frankivsk, and now it has a Kherson registration.

The beneficiaries of the LLC are Oleksandr Novokhatskyi, a resident of Ivano-Frankivsk, Viktor Spurza, a resident of Lviv, and Oleksandr Zagoskin from Kirovohrad region.

The company started participating in procurement in 2016. During this time, they applied for 34 procurements, of which only 2 were competitive, and the rest were made without using Prozorro. They signed 33 contracts for a total amount of UAH 107.3 million.

Most of the agreements - 28 for a total of UAH 90.8 million - were signed by Budpostach-STSV LLC with the Civil Protection Department of Kherson City Council for the repair of shelters.

On September 20, the Capital Construction Department signed another contract with Alsvit Plus LLC for the construction of a shelter on the territory of school No. 55. The contract cost was UAH 95 million. The construction is also to be completed by June 1, 2025.

Alsvit Plus LLC appeared on the market in 2013. The company was founded by Greek <b>Georgios Asimis</b>. The company is currently owned and managed by <b>Oleksandr Solovian</b> from Poltava region. Earlier, journalists reported that the company was linked to <b>Mykhailo Nemyrovsky</b> and<b> Ihor Erenburg</b>. The latter is a member of the Poltava City Council from the For the Future party and the head of the budget commission.

According to media reports, Alsvit Plus has been caught repeatedly overcharging for its services. For example, in April 2023, the Third City Clinical Hospital of the Poltava City Council signed a contract with them for <b>2.3</b><b> </b>to repair the X-ray department. After analyzing the average market value of the above-mentioned building materials, law enforcement officers found that it was 850.2 thousand hryvnias lower.

By the way, it is impossible to verify the cost of construction materials that will be purchased by firms at market prices, because no estimates from contractors have been made public this time, only reasonable prices. At the same time, the price of Budpostach-STSV LLC is fixed, meaning that the company cannot change it, while that of Alsvit Plus LLC is dynamic. And this carries the risk that the 95 million by June 2025 could increase significantly.
