In Kherson region, construction of a shelter was entrusted to a company associated with corruption and treason

In Velyka Oleksandrivka, Kherson region, the construction of a shelter at a local school was ordered without a tender. The contract worth more than UAH 150 million will be awarded to a Kyiv-based company whose director is involved in a criminal case of embezzlement of budget funds, and whose father has a criminal record for treason.

This was reported by the Center for Public Investigations.

Theconstruction of the shelter is carried out through open bidding with special features - a procedure where only one participant submits an application, and his proposal becomes the winning one. Only one company, Ukrbud-Proekt-Reconstruction LLC from Kyiv region, applied for the tender. The company offered a price that was 300 thousand hryvnias less than the initial cost.

According to the terms of reference, a new protective structure is to be built at Velyko Oleksandrivska secondary school No. 2. Its area will be about 2167.7 square meters and it will be able to accommodate up to 720 people. The project provides for inclusiveness, landscaping and stadium arrangement. It is also planned to install solar panels. A contract with the contractor is expected to be signed.

Ukrbud-Project-Reconstruction LLC was registered in Kyiv in 2015. The ultimate owner is currently David Kizimenko, a resident of Donetsk. The company's main profile is the construction of residential and non-residential buildings. Since 2021, the company has been actively winning government tenders for large sums of money - almost UAH 890 million in total.

Slidstvo.info reports that the company's CEO is suspected of embezzling budget funds during the restoration of facilities in Sumy region.

The company also carried out reconstruction in Kyiv region and is involved in a court case on misappropriation of budget funds. The State Audit Service is inspecting the reconstruction of the Borodyansky Center for Social and Psychological Rehabilitation, which was carried out by this company.

In addition, another company associated with Kizimenko's family, Hozkhimservis LLC, is involved in scandals. In 2018, it was engaged in the repair of a water supply system in Zaporizhzhia region, but the work was not completed in full. In 2019, David's brother, Mark Kizimenko, was detained and accused of misappropriating budget funds.

David Kizimenko's father, Oleh Kizimenko, was also among the founders of Hozkhimservice. He left the company after being appointed to a senior position in the Donetsk Regional State Administration. Later, he served as deputy mayor of Sevastopol, where he remained after the Russian occupation of Crimea. In 2015, he was accused of embezzling 45 million rubles. He later fled to Ukraine, where he received a suspended sentence for treason.

Earlier, an auction for the overhaul of the building of Velyko Oleksandrivska secondary school No. 2 in Beryslav district, Kherson region, was won by a company with a dubious past - the company's management was suspected of overstating the cost of construction materials by 2-3 times.
