Company with ties to separatist official from Crimea may be involved in rebuilding school in Kherson region

The auction for the overhaul of the building of Velyko Oleksandrivska secondary school No. 2 in Beryslav district, Kherson region, was won by a company with a dubious past - the company's management was suspected of overstating the cost of construction materials by 2-3 times.

At the end of November, the school announced an open tender with specific requirements for selecting a contractor. The building of the educational institution must be restored by December 25, 2025. The expected cost of the work was UAH 74.7 million. Only one participant, Ukrbud-project-reconstruction LLC, took part in the tender. They offered to carry out the restoration work for UAH 74.6 million. The company is now waiting for the decision of the customer's authorized representative to sign the contract or reject the offer. Open bidding with peculiarities means that almost all auction terms are shorter than in open bidding. The period for submitting bids is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no competition during such auctions, so the bidder has no competitors.

"Ukrbud-project-reconstruction has been on the market since 2015. The owner is David Kizimenko from Donetsk. The company is now registered in Kyiv. According to Bihus.info, David Kizimenko is the son of Oleh Kizimenko, a separatist official who remained there as deputy mayor of Sevastopol after the occupation of Crimea. The company's management was also suspected of overestimating the cost of construction materials by 2-3 times when performing work in Sumy region.

Earlier, the Department of Territorial Development of the Kherson Regional State Administration, following an open tender with special conditions, twice signed an agreement with New Heat Technologies LLC for the overhaul of the building of Velyko Oleksandrivka Preschool Education Institution No. 2 of the Velyko Oleksandrivka Village Council. The first contract for UAH 37.2 million for the restoration of the kindergarten was signed in December 2023 and the second time, for the restoration of the same kindergarten, but for UAH 52.1 million.
