Prozorro Contracts for Protective Shelters in Kherson Schools

The public procurement portal Prozorro has published contracts for the production of design and estimate documentation for the construction of protective structures in two educational institutions, one in Kherson and the other in the region.

The Dudcha Lyceum, located in the Mylivka Village Council of Beryslav District, will receive a shelter project developed by EUROBUDPROEKT LLC. The relevant agreement was signed on February 6, 2025. The total cost of the works is UAH 897,986. The procurement took place without the use of an electronic system.

According to youcontrol, EUROBUDPROEKT LLC has been a registered legal entity since 2002, has a registered capital of UAH 16,500 and specializes in the construction of buildings and other structures, as well as engineering activities.

The project is to be developed by April 30, 2025.

Another contract was signed on February 7, 2025, between the Capital Construction Department of the Kherson City Council and Halyna Lepska, an entrepreneur from Lviv Oblast. She will develop a project for a radiation shelter for school No. 44 in Kherson. The cost of the project is UAH 649,979, and the procurement also took place without the use of an electronic system.

According to youcontrol, Halyna Lepska has been registered as an individual entrepreneur since 2018.

Previously, she worked only in the Lviv region, but since September 2024, she has already received six contracts for the development and adjustment of construction projects in Kherson without competition, as well as provided services for the author's supervision of the construction of a radiation shelter.

According to the contract, the project should be completed by April 15 this year. The money for the construction was allocated from the budget of the Kherson City Territorial Community.

Intent has already written that in Velyka Oleksandrivka, Kherson region, the construction of a shelter at a local school was ordered without a tender. The contract worth more than UAH 150 million will be awarded to a Kyiv-based company whose director is involved in a criminal case of embezzlement of budget funds, and whose father has a criminal record for treason.

In addition, at the end of 2024, a tender was held for the construction of a radiation shelter on the territory of the Arkhangelsk Professional Agricultural Lyceum in Beryslav district, Kherson region. As a result of the bidding, the contract was concluded with the odious Construction-TM LLC.

According to Oleksandr Prokudin, Head of the JMA, 11 protective structures are planned to be completed this year, and 5 more are to be built from scratch.
