It took 300 million to prepare Odesa for the heating season

This year, Odesa City Heat Supply spent hundreds of millions on procurement. These include the construction of a cogeneration unit, repair of boilers and pipes, and preparation for the heating season.

In 2025, the utility company Odesa Heat Supply spent city budget funds on large-scale purchases and repairs. The lion's share of expenditures was for energy services, equipment, and preparations for the heating season.

The most expensive procurement at the beginning of the year was electricity distribution and reactive energy flow services, with a plan to spend over UAH 114 million. At the same time, the company invested heavily in the installation of electric heating systems and household equipment: over 4 million at 80-B Heroiv Defyny Odysey Street and 3.2 million at 45a Akademika Korolyova Street. The installation of the electrical part alone at the same address cost over 38 million.

Construction and repair works were a separate cost item. The overhaul of the pumping station building at 76 Mechnikova Street was estimated at UAH 2.4 million, the reconstruction of the flue gas removal system at Pivdenna-2 boiler house at UAH 2.5 million, and the repair of the recirculation system of boilers at Chubaivka boiler house at UAH 1.4 million.

More than UAH 20 million was allocated for the current repair of the PTVM-100 boiler at Severnaya-1 boiler house, and another UAH 12 million was allocated for the reconstruction of Severnaya-2 boiler house. In July, almost UAH 44 million was spent on preparing the facilities for the heating season, including the construction of a power generation system based on cogeneration units.

We also spent money on equipment: UAH 22 million was spent on the purchase of pipes, flanges and bends, UAH 12 million on hydraulic testing of networks, and more than UAH 5 million on maintenance of gas and heat metering units.

In the second half of the year, the company continued to spend budget funds on modernization and winterization. In particular, UAH 8.7 million was allocated to repair the facade of the administrative building using energy-saving technologies.

Almost UAH 7 million was spent on the purchase of cables, and another UAH 11.6 million was spent on the temporary connection of the cogeneration unit to the power grid. Additionally, more than 4 million was allocated for the reconstruction of the power grids for its full connection. In September, the utility company announced several tenders for the overhaul of pumping equipment at Chubayivka, Pivnichna-2 and Pivdenna-2 boiler houses, which together cost almost UAH 20 million.

Thus, since the beginning of 2025, Odesa Heat Supply Utility has spent UAH 296.3 million on the most expensive procurements alone.

At the same time, Khersonteploenergo spent more than UAH 152 million on the most expensive procurement. Most of the money was spent on electricity and its distribution, repair of water supply systems and purchase of diesel fuel.
