Institute in Odesa has selected a company for waste water disposal for almost 4 million

The State Institution Filatov Institute of Eye Diseases and Tissue Therapy of the National Academy of Medical Sciences of Ukraine has signed an agreement for the provision of wastewater disposal services worth UAH 3 million 829.3 thousand.

The relevant information is available in the Prozorro electronic procurement system.

The procurement was conducted without the use of the electronic system, so the only participant and, accordingly, the winner of the procurement was Infox Limited Liability Company.

We're talking about the drainage system:

• 120 thousand cubic meters from the Institute itself - 49/51 Frantsuzsky Boulevard.
• 10 thousand cubic meters of wastewater from the dormitory - 49/51 Frantsuzsky Boulevard.
• 6 thousand cubic meters of wastewater from a residential building at 43 Frantsuzsky Boulevard.

All works should be completed by December 31, 2025.

Procurement without the use of an electronic system is a procurement in which the procuring entity may enter into an agreement with a supplier without using an electronic procurement system to select it. The procuring entity selects a supplier, enters into an agreement with it and, depending on the amount of the agreement, publishes a report on the agreement in the unified system without using the system.

A military unit located in Bilhorod-Dnistrovskyi in Odesa region also announced the search for a supplier of DJI Mavic 3T Enterprise quadcopters for a total amount of almost UAH 9 million. The procurement was conducted in the format of an open tender with special conditions.

Open bidding with special features means that almost all terms are shorter than those of open bidding in accordance with the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
