Head of Zavodskyi District Court of Mykolaiv hid car, business and cash

The head of the Zavodskyi District Court of Mykolaiv, Serhii Shcherbyna, indicated inaccurate data worth more than one million hryvnias in his 2021 declaration. The NACP found that the judge had concealed information about his property, his wife's corporate rights, and underreported his monetary assets.

This is evidenced by a certificate from the National Agency for the Prevention of Corruption.

According to the agency, false information was found in the 2021 declaration submitted by Serhii Shcherbyna, head of the Zavodskyi District Court of Mykolaiv. A full audit revealed that the judge had provided false information worth more than one million hryvnias, including monetary assets, corporate rights, a car, and personal data of family members.

According to the NACP's findings, Shcherbyna failed to declare his wife's corporate rights in Eiland LLC, failed to indicate a Range Rover Sport car that remained in the family's ownership at the time of the reporting period, and incorrectly reported that his wife and daughter had unique numbers in the state register.

In addition, the amount of cash indicated in the declaration was significantly higher than the family's real possibilities - by more than UAH 1 million. The agency also found a number of other minor violations, such as unreported accounts at UniversalBank and unreported balances at PrivatBank.

According to the NACP, the amount of false information exceeds 100 subsistence minimums, which is a sign of an administrative offense under Part 4 of Article 172-6 of the Code of Ukraine on Administrative Offenses.

No other violations, such as signs of conflict of interest or illicit enrichment, were found. The certificate with the results of the inspection has already been submitted to the High Council of Justice.

Recently, the Third Disciplinary Chamber of the High Council of Justice decided to bring to justice a judge of the Pivdenoukrainskyi City Court of Mykolaiv Oblast, Oleksandr Savin. On June 25, 2025, a decision was made to file for his dismissal, after which the judge was automatically suspended from administering justice.
