Ensuring the safety of frontline communities requires a constant replenishment of resources, as the threat of shelling remains a daily reality. That is why Kherson has reviewed the funding for its civil protection program and identified new spending priorities.
Yaroslav Shanko, head of the Kherson City Military Administration, signed an order amending the Local Targeted Program for the Protection of the Population and Territories from Emergencies in the Kherson City Territorial Community for 2026–2028.
The document provides for updates to certain program measures related to ensuring civil protection for the population under martial law. Changes were made to several provisions and to the list of measures governing the procurement of material resources and equipment for responding to emergencies.
One of the key priorities will be replenishing the local material reserve in accordance with the approved list of items. A total of 4.648 million hryvnias has been allocated for these needs, of which nearly 3.74 million will be spent as early as 2026. The remaining funds will be distributed over 2027 and 2028.
Separately, 6.849 million hryvnias have been allocated for the purchase of gabions, along with geotextile and sand to fill them. Such structures are used to build protective facilities and enhance public safety during shelling and other consequences of hostilities. The largest portion of funding for this initiative is planned for 2026—over 2.724 million hryvnias—with the remaining funds to be allocated over the next two years.
Another priority will be the procurement of basic firefighting equipment for civil defense shelters and high-rise buildings. A total of 2.722 million hryvnias has been allocated for this purpose, to be distributed over a three-year period.
In total, the updated civil protection program for the Kherson City Territorial Community provides for funding in the amount of 499.87 million hryvnias. Of this amount, nearly 186.9 million hryvnias are planned to be spent in 2026, over 162.3 million in 2027, and another 150.6 million hryvnias in 2028.
Funding for these measures will be provided from the budget of the Kherson City Territorial Community within the limits of available financial resources.
Also in June, 33 million hryvnias were allocated in Kherson. The additional funds were directed toward healthcare, social protection, public utilities, and support for the defense forces.
