Dobroslav reports that it did not fulfill the plan for financing territorial defense

Measures for territorial and military defense in the Dobroslav community of Odesa Oblast have been funded for UAH 8.5 million, but not all of the planned funds have been transferred yet.

This was reported by Olha Zadorozhna, head of the financial department of the Dobroslav village council, who told that UAH 10.1 million is still needed.

According to Olha Zadorozhna, the village budget received UAH 119.7 million in the first half of 2025, and the general budget fund received UAH 113.8 million. The revenue plan planned for the community is UAH 74.9 million, and the plan is fulfilled by 112.4%. In the general fund, the plan is fulfilled at 104.8%. UAH 69.4 million has been received. The growth rate compared to the first half of last year is 116.1%, with UAH 9.6 million more than in 2024 for the same period.

The main revenue indicator is personal income tax - 42.3% in the structure of all revenues generated in the community. The plan was fulfilled by 104.4%, with a growth rate of 121.7%. UAH 31.7 million was received. The second in the structure of revenues is the single tax - 22.8% of own revenues, UAH 17.1 million was received. The growth rate by the first half of 2024 is 127.7%. Revenues increased by UAH 3.7 million. The third place in the structure of revenues is the property tax, of which 90% is the land fee, which accounts for 21.3% of the settlement budget's own revenues. UAH 15.9 million was received, which is 107.5% of the target. The growth rate compared to the first half of last year is 114.6%. Revenues increased by 2.1%. We received a subvention from the state budget of Ukraine - UAH 27.7 million - an educational subvention (100% of the planned allocations). The rest - 13% of the above three main ones - are excise tax, administrative fines, and all other local taxes and fees.

Six commissions on budget revenues were held, and 189 business entities were heard. As a result of this work, the community received UAH 1.5 million. The average salary in the community is UAH 15.6 thousand. It has increased by almost UAH 2 thousand since the beginning of the year. The average rental rate for the use of land shares is 10.1%, while the region recommends 8%. UAH 119.1 million was allocated to finance expenditures, which is 60.1% of the planned allocations. Financing was carried out within the budget allocations.

Capital expenditures for the first half of the year amounted to UAH 58.3 million, and the development budget - UAH 64.1 million. The total utilization was UAH 10.8 million, or 16.9%. There are no wage arrears, neither for business entities nor for the public sector. Utility bills have been paid in full. Salaries and wages account for 73.2% of expenditures. A total of UAH 87.2 million was spent on salaries. The budget is social. The vast majority of funds are spent on wages and salaries, as well as on payments for energy consumption in budgetary institutions.
