Dobroslav company entrusted with the conversion of a school basement into a shelter

The Department of Education, Culture, Tourism, Youth and Sports of the Dobroslav Village Council in Odesa Oblast has conducted a procurement to select a contractor to be paid for the overhaul of the basement of a school in the village of Kremydivka into a shelter.

As noted in the Prozorro electronic procurement system, the basement is to be converted into a dual-purpose building with protective properties of a radiation shelter, the Center for Public Investigations reported.

The procurement was conducted in the format of an open tender with special features. Two companies took part in the tender: Femka Limited Liability Company and Yug Stroy Company Limited Liability Company.

Femka LLC was chosen as the winner - the company agreed to work for UAH 39.6 million.

According to the YouControl service, Femka LLC was registered in 2020 in Dobroslav. The ultimate beneficiary is Serhii Khomenko.

In 2023 , the Dobroslav Village Council of Odesa District, Odesa Region , decided to enter into an agreement with Femka LLC for the overhaul and improvement of the territory of the European Alley recreation area on Svobody Avenue.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

According to the Ministry of Economy, from December 14 to December 20, 2022, 306 successful Prozorro tenders out of 347 were completed with one participant. That is, almost 90% of procurements during this period were made with a single bidder.

However, after the beginning of the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
