Director of Municipal Security Department in Odesa appointed without competition

Acting Odesa Mayor Igor Koval has appointed the director of the Department of Municipal Security of the Odesa City Council without a competition.

According to the relevant order of Igor Koval published by the press service of the municipality, Vyacheslav Davydyuk became the new head of the department.

In his declaration of candidacy, Vyacheslav Davydiuk indicated that he uses a 45.8-square-meter apartment in Odesa owned by Alla Ganchuk. There are no vehicles, securities, corporate rights, valuable property or savings in the declaration, and the only income is his salary at Odesa National Medical University - UAH 233.6 thousand.

In early December 2025, the interim mayor of Odesa, Ihor Koval, dismissed Volodymyr Kharishchak, director of the Municipal Security Department of the Odesa City Council. The reason given was a statement by Volodymyr Kharishchak. The then mayor of Odesa, Hennadii Trukhanov, appointed Volodymyr Kharishchak to the position of director of the Department of Municipal Security of the Odesa City Council in April 2025.

At that time, the reason for the appointment was Volodymyr Kharishchak's own application and the submission of Deputy Mayor Valeriy Silin. In fact, Volodymyr Kharishchak lost his status as an interim acting head. After all, he has been heading the department since the beginning of March 2025, when Hennadii Trukhanov appointed him to this position instead of the dismissed Viktor Kuznetsov.

After Volodymyr Kharishchak's dismissal, his deputy , Oleksandr Kuprin, acted as the head of the department. Viktor Kuznetsov and his deputy, Yuriy Savchenko, are suspected of abusing procurement for the Defense Forces. According to the prosecutor's office, they purchased tactical clothing and armor plates from the company for the terrorist defense and volunteer units of Odesa at prices that were twice as high as the real ones. As a result, the overpayment amounted to UAH 3.9 million.
