Court leaves former Odesa mayor Trukhanov under house arrest

On December 23, the Pechersk court extended the pre-trial restraint for one month for former Odesa Mayor Hennadiy Trukhanov.

This was reported by the Suspilne media outlet, citing the ex-mayor's lawyer Oleksandr Lysak.

Former Odesa mayor Hennadiy Trukhanov was placed under round-the-clock house arrest in a case of negligence in early December. The court decided not to mitigate the restraint measure because of the risks to the investigation.

Then the Kyiv Court of Appeal considered the lawyers' appeal against the decision on the preventive measure for the former mayor of Odesa. Gennadiy Trukhanov is charged with negligence that led to the deaths of nine people.

The prosecutors insisted that the preventive measure should remain strict, as the consequences of the offense were extremely grave, and mitigation could create risks for the investigation.

As a result, the court agreed with the prosecutors' arguments and upheld the round-the-clock house arrest with the wearing of an electronic bracelet, recognizing the existence of procedural risks.

The ex-mayor noted that this decision would not stop him, and he would continue to appeal it in accordance with the procedure established by law.

Trukhanov was served with a notice of suspicion of negligence in office, which led to the deaths of people during an autumn rainstorm, on October 28, 2025. As part of the same proceedings, eight other officials of the city council and municipal enterprises were notified of suspicion, including deputy mayors, heads of departments, and employees of the municipal enterprises.

On October 31, the court, at the request of the Prosecutor General's Office, imposed a measure of restraint on the official - round-the-clock house arrest with an electronic bracelet. The pre-trial investigation is currently ongoing.

The former officials were served with a notice of suspicion on the evening of October 28, right in the parking lot of the Ark Spa complex. According to investigators, the former official failed to ensure the operation of engineering networks and did not organize the repair of storm sewers and drainage, which led to serious consequences.

Eight people were then suspected of official negligence, including deputies Anna Pozdnyakova and Valeriy Silin, head of the City Roads utility Vadym Todiychuk, and director of the Municipal Economy Department Leonid Hrebenyuk. In November, the full bail for Trukhanov was paid - 42 million hryvnias. The funds were provided by the family of Vitaliy Barvinenko, the head of the district council.
