Court leaves former Odesa mayor Trukhanov under round-the-clock house arrest

The former mayor of Odesa , Gennadiy Trukhanov, was placed under round-the-clock house arrest in a case of official negligence. The court decided not to mitigate the measure of restraint because of the risks to the investigation.

This was reported by the press service of the Prosecutor General's Office.

The Kyiv Court of Appeal considered a lawyers' appeal against the decision on a preventive measure for the former mayor of Odesa. Trukhanov is charged with negligence that caused the death of nine people under Part 3 of Article 367 of the Criminal Code of Ukraine.

Prosecutors insisted that the measure of restraint should remain strict, as the consequences of the offense were extremely grave, and mitigation could create risks for the investigation.

As a result, the court agreed with the prosecutors' arguments and upheld the round-the-clock house arrest with the wearing of an electronic bracelet, recognizing the existence of procedural risks.

The ex-mayor noted that this decision would not stop him, and he would continue to appeal it in accordance with the procedure established by law.

"I am charged with the fact that the city council 'did not stop the natural disaster'. For the first time in Ukraine, and possibly in the world, they are trying to bring an official to justice for a natural phenomenon," Trukhanov said.

The criminal proceedings relate to the events of September 30, 2025, when a large part of Odesa was flooded due to improper maintenance and operation of the drainage system. Nine people died as a result of the tragedy, including a 9-year-old child.

Trukhanov was served with a notice of suspicion of negligence that led to the deaths during the autumn rainstorm on October 28, 2025. As part of the same proceedings, eight other officials of the city council and municipal enterprises were notified of suspicion, including deputy mayors, heads of departments, and employees of the municipal enterprises.

On October 31, the court, at the request of the Prosecutor General's Office, imposed a measure of restraint on the official - round-the-clock house arrest with an electronic bracelet. The pre-trial investigation is currently ongoing.

The former officials were served with notices of suspicion on the evening of October 28, right in the parking lot of the Ark Spa complex. According to investigators, the former official failed to ensure the operation of engineering networks and did not organize the repair of storm sewers and drainage, which led to serious consequences.

Eight people were suspected under Part 3 of Art. 367 of the Criminal Code of Ukraine (official negligence), including deputies Anna Pozdnyakova and Valeriy Silin, head of the City Roads utility Vadym Todiychuk, and director of the Municipal Economy Department Leonid Hrebenyuk.

In November, the full bail for Trukhanov was paid - 42 million hryvnias. The funds were provided by the family of Vitaliy Barvinenko, the head of the district council.
