Case of ex-head of Odesa emergency service sent to court

The case of suspicion of negligence against the head of the center for emergency medical care and disaster medicine has been sent to court.

According to the press service of the Main Directorate of the National Police in Odesa Oblast, the improper performance of his duties caused damage to the state budget in the amount of almost UAH 332,000.

The police completed the pre-trial investigation and sent the indictment to court. The offender faces imprisonment. In September 2022, the acting director general of the Odesa Regional Center for Emergency Medical Care and Disaster Medicine entered into an agreement with the head of a private construction company for the repair of the roof of the building of this medical institution with an estimate of almost one million hryvnias.

The police found that the contractor did not fulfill the terms of the contract in full, but drew up and signed official documents, deliberately stating false information about the scope and cost of the work that did not correspond to the actual cost.

For his part, the head of the medical institution, who was responsible for quality control over the relevant work, neglected his official duties, failed to properly verify the compliance of the scope and quality of the construction and installation work performed, as well as the materials and products used in the construction, and approved and certified the acceptance certificates for the construction work performed with his own signature.

In September of this year, the police charged the contractor with misappropriation of property by abuse of office on a large scale, under martial law, as well as making and entering false information into official documents. The indictment is currently in court.

Investigators separated the materials regarding the interim general director of the medical institution into a separate proceeding. During the further investigation, law enforcement officers gathered sufficient evidence of his illegal actions, which was confirmed, in particular, by the conclusions of forensic economic and construction and technical examinations.
