Budget for the years ahead and Shevchenko Park: what will be considered at the session of the Odesa City Council

Deputies of the Odesa City Council were convened for a regular session on September 23, at which they were scheduled to consider about a hundred issues.

Intent has traditionally prepared to broadcast the meeting online.

The tentative agenda currently contains 94 main issues plus a "miscellaneous" item, the number of issues in which is still unknown, and it is possible that issues may be introduced "from the floor" as well as possible withdrawal of issues at the beginning of the meeting.

Among the draft decisions to be considered at the session is, for example, a project on the sale of a 0.37-hectare land plot at 11 Zh Prince Yaroslav the Wise Avenue to the Golden Duke Cultural Center. This land was valued at 12 million 811 thousand hryvnias, or 3 thousand 422 hryvnias per square meter. The owners of the building have been leasing the land since 2006, and have owned the buildings since 2012. After reconstruction, a shopping center will be opened here.

Also, the draft budget forecast for the Odesa city territorial community for 2026-2028 is now ready. As well as the investment program of the municipal enterprise "Heat Supply of Odesa" for the period from October 2025 to September 2026. And the project for the maintenance and reconstruction of the Shevchenko Park, a park-monument of landscape art of local importance.

It is planned to approve more than a hundred land management projects, for example, the allocation of a 6-hectare land plot at 2, 1st Dachny Lane, and its lease to the Private Joint Stock Company "Plan Plus". This has already caused public outrage. For example, the organization "Common Purpose" believes that the land is being given for construction and demands a public discussion on this issue.

Among other things, the deputies are planning to vote for the city council to receive apartments from the Main Department of the National Police in Odesa Oblast and the Office of the Security Service of Ukraine in Odesa Oblast. The city council is expected to receive four apartments, one apartment from the Security Service of Ukraine and three more apartments from the Office of the State Service for Special Communications and Information Protection of Ukraine in Odesa Oblast. The draft decisions were submitted by the standing committee of the Odesa City Council on housing and communal services.

The Odesa City Council also planned to receive a number of storage facilities in Odesa from the Regional Office of the State Property Fund of Ukraine in Odesa and Mykolaiv regions.

Intent continues to monitor the process of preparing the Odesa City Council for the next plenary session. One of the important stages of preparation is the meeting of the permanent deputy commissions, where the deputies discuss draft decisions and recommend or not recommend them for voting in the session hall.
