A petition against illegal construction of a hotel on Lanzheron was launched in Odesa

Volunteers have launched a petition against the illegal M1 Club Apartments hotel in Langeron. They demand to demolish the upper floors and restore the panorama of the Memorial to the Unknown Sailor.

This is evidenced by the petition published on the municipal online platform "Socially Active Citizen".

The NGO "Common Purpose" has filed a petition against the construction of the M1 Club Apartments hotel on Lanzheron Beach in the Prymorskyi district of Odesa. The volunteers emphasized that the construction is being carried out in violation of Ukrainian legislation and international conventions.

According to the official permit No. OD 112182601269 of September 17, 2018, the facility was supposed to reconstruct non-residential premises into a water sports recreation center. Instead, the developer, SPC-Realt, completely demolished the old building and is building a new hotel with 12 floors instead of the permitted 8. This blocked the historic panorama of the sea from the Memorial to the Unknown Sailor, a key element of the Eternal Flame architectural ensemble created in 1960.

According to the organization, such actions violate the Ukrainian law "On the Protection of Cultural Heritage," the 1954 Hague Convention, the 1972 UNESCO Convention, and the requirements of the State Building Code for the preservation of historical visual corridors and panoramas.

The team of the Common Purpose volunteer movement demands that the authorities and the developer dismantle the top three floors of the hotel, restore the panorama of the Unknown Sailor Memorial, and conduct an independent examination of the legality of the permit. According to the volunteers, the construction threatens to destroy the historical appearance of the Odesa coast and violates protected visual corridors.

In September, the Odesa court considered a case of illegal construction on the former Lidersivskyi Boulevard (now Hetman Sahaidachnyi Boulevard). The case involved a multi-year scheme involving city officials, officials of the State Geocadastre, and private companies that destroyed tennis courts and began building a residential complex without the necessary permits.
