Zelenskyy Appoints Andriy Kostin as Ukraine's Ambassador to Netherlands

President of Ukraine Volodymyr Zelenskyy has appointed former Prosecutor General Andriy Kostin as Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kingdom of the Netherlands.

The relevant decree was published by the Presidential Office.

It is worth noting that a number of MPs and journalists have stated that the President intends to appoint the former Prosecutor General to this position since April 2024, and that it was planned to appoint the head of the Odesa Regional Administration, Oleh Kiper, in his place, but this information was not confirmed at the time.

The Verkhovna Rada of Ukraine approved the resignation of Andriy Kostin, a native of Odesa, from the post of Prosecutor General of Ukraine on October 29 of the same year.

On October 22, 2024, Prosecutor General Andriy Kostin announced that he was resigning from the post of Prosecutor General of Ukraine due to the facts of abuse in the system of prosecutorial bodies of Ukraine. The Prosecutor General said that President of Ukraine Volodymyr Zelenskyy had held a meeting of the National Security and Defense Council regarding the immoral situation with fake disabilities of government officials.

However, Andriy Kostin remained in the Prosecutor General's Office. At least in March 2025, he filed an income declaration for 2024 as a prosecutor of the Prosecutor General's Office.

In the declaration, he stated that he did not own any real estate and had been renting a hotel room in Kyiv since 2022. However, his wife owns four apartments in Odesa (107.7 square meters, 130.5 square meters, 121.7 square meters, and 48.1 square meters). Andrii Kostin lives in the 121.7-square-meter apartment with his wife and daughter. His wife also owns a 67.9-square-meter house and 16 acres of land in the village of Koshary, Odesa region.

Olga Kostina also owns a 2019 Nissan X-Trail and is a co-owner of a 2016 Nissan Rogue.

Last year, Andrii Kostin declared his salary of UAH 1 million 387.6 thousand, his wife's salary of UAH 93 thousand 712, her fee from the Robert F Kennedy Center for Justice and Human Rights of UAH 386 thousand 854 (she owes this company $25 thousand) and his daughter's scholarship of UAH 6 thousand 788.

The family's savings amounted to: 54.1 thousand US dollars, 37.2 thousand euros and 8.5 thousand hryvnias in cash for Andriy Kostin and 3 thousand dollars and 500 euros in cash for his wife. Andriy Kostin has 501,175 hryvnias and 4,123 euros in bank accounts, while his wife has 3,85 hryvnias and 48,343 hryvnias, most of them in Bank of America Corporation. His daughter has UAH 87 in her account.

Andriy Kostin has held the position of Prosecutor General since July 2022, when the Parliament supported his appointment.

Andriy Kostin is a native of Odesa and a graduate of the Mechnikov Odesa National University with a degree in law. He is the Deputy Chairman of the Bar Council of Odesa Region and Deputy Chairman of the Presidium of the Odesa Regional Bar Association.
