The tender commission for the selection of a concessionaire for the First and Container Terminals in the port of Chornomorsk in Odesa region has decided to allow applicants to participate in the tender.
Thus, the prequalification phase is over and preparations for the next phase, a dialogue with prequalified participants, are underway, the press service of the Ministry of Development and Infrastructure of Ukraine reports.
At the prequalification stage, the commission assessed the applicants' compliance with key requirements, including financial solvency, experience in managing port or logistics assets of a similar scale, and experience in implementing infrastructure investment projects. The criteria for inclusion also included ties with sanctioned companies and offshore companies.
"We have completed the prequalification stage and are preparing to move on to the key phase - a dialogue with the participants who have been admitted to the tender. It is at this stage that the optimal model of the future project is formed: taking into account technological solutions, investment approaches, and risk management. It is important for the state that this process is as competitive and transparent as possible, as it should result in a strong infrastructure project that will be beneficial for Ukraine for decades to come," said Oleksiy Kuleba, Vice Prime Minister for Reconstruction of Ukraine, Minister of Communities and Territorial Development of Ukraine.
Several Ukrainian and international companies were admitted to the competitive dialog stage. In order to receive the highest quality and most beneficial proposals for the state in the next stages of the competition, the tender committee deliberately does not disclose the number of applications submitted. This approach is in line with the best international practices of competitive procedures and is aimed at ensuring equal conditions of participation and fair competition and impartial review of applications.
Participants will be notified of the prequalification results within the timeframe stipulated by law. At the same time, security screening is underway to check for any ties to the aggressor state and other threats to national security. It is conducted by security agencies and lasts throughout the competition.
The competitive dialogueprocedure is implemented with the support of the International Finance Corporation and the European Bank for Reconstruction and Development and is based on a transparent and non-discriminatory evaluation methodology that minimizes subjective influence and ensures equal conditions for all participants.
