Only Odesa City Council did not answer how much it spent on the Defense Forces

Odesa City Council is the only one in Ukraine that did not respond to the request of activists of the CHESNO civic movement, who decided to compare the expenditures of the country's regional centers to support the Defense Forces in 2025.

The activists noted that all other regional centers, except, of course, the temporarily occupied Donetsk, Luhansk and Crimea, responded to the requests.

As for the other regional centers, Kherson planned to spend UAH 19.8 million, but spent UAH 19.4 million, which is 98% of the planned amount. In Mykolaiv, with a plan of 64 million, they spent 52.7 million hryvnias to support the Defense Forces.

In absolute terms, Kyiv remains the leader: the capital allocated 13.8 billion hryvnias for the army in 2025 out of the 14.6 billion planned. Dnipro took second place, with UAH 1 billion 761 million planned and UAH 1 billion 579 million spent. Vinnytsia is in third place, with UAH 1 billion 13 million planned and UAH 1 billion 492 million spent.

Vinnytsia became the leader in terms of the percentage of support for the Armed Forces in the city budget. In addition to providing financial support in the form of a subvention to the state budget, Vinnytsia also made direct purchases of necessary property for the Armed Forces, the National Guard and volunteer formations, and purchased military bonds worth UAH 350 million.

CHESNO also noted that some regional centers use a mixed method of assistance, combining intergovernmental transfers with procurement. For example, Lutsk spent UAH 226 million on the program of logistics support for the military. This included, among other things, quadcopters, thermal imagers, and communications equipment. Another part of the expenditures concerned spare parts for automotive equipment and construction materials.

The movement's analysts called the example of Uzhhorod unique: in response to CHESNO's request, the city council stated that the amount of budget allocations for 2025 was not planned, and funds were allocated in accordance with letters of request from military units in case of overperformance of the budget revenue.
