The Tender Commission has finished accepting documents from potential concessionaires of the Chornomorsk port

The tender committee for determining the investor in the port of Chornomorsk, Odesa region, has completed accepting documents for security screening as part of the tender to determine the concessionaire for the First and Container terminals.

According to the press service of the Ministry of Communities and Territories of Ukraine, the documents from potential investors have now been submitted for security screening.

The tender is held in three stages: prequalification, dialog with prequalified participants, and a call for proposals.

At the first stage, participants who meet the key requirements are selected. These include security screening requirements, as well as financial solvency, experience in managing port or logistics facilities of a similar scale, and experience in modernizing port infrastructure. Applications for participation in the tender will be accepted until March 22, 2026.

In the second stage, all prequalified participants will be sent the draft terms and conditions of the tender and the partnership agreement to provide their comments and suggestions. The comments will be analyzed by advisors engaged by IFC and EBRD. After that, the tender committee will approve the final version of the documents, which will be submitted to the participants for the preparation and submission of bids.

At the third stage, the participants admitted to the competitive dialog will submit their proposals. They will be evaluated based on technical and financial criteria. A contract will be concluded with the winner, the terms of which are fixed and not subject to change. The tender committee also considered inquiries from legal entities interested in participating in the tender. The responses to the inquiries were processed with the involvement of advisors and approved by the commission.
