Ukraine Presents 40-Year Concession Project for Chornomorsk Port

A delegation from the Ministry of Communities and Territorial Development took part in the Investment Conference on the implementation of a concession project in the port of Chornomorsk in Odesa Oblast, which took place in Warsaw.

According to the Ministry's press service, it is a long-term concession for 40 years, covering two terminals: container and universal, with a potential of up to 760 thousand TEU and more than 5 million tons of cargo annually.

This project complements the newly created Ukrainian Corridor, which allows for the diversification of cargo routes, increased trade reliability, and improved customs efficiency. Prepared with the participation of the International Finance Corporation (IFC) and the European Bank for Reconstruction and Development (EBRD), it already has ready-made tender documentation, with clear terms of participation, risk structure, and guarantees of state support.

"The concession of the container terminal in the port of Chornomorsk is not just an infrastructure project. It is an opportunity for investors to become part of the new Black Sea logistics system. Most importantly, it demonstrates that Ukraine is not waiting for peace to develop port infrastructure - the country is investing now, involving the private sector in this process," said Andriy Kashuba, Deputy Minister of Communities and Territories Development.

The Ukrainian side presented to the conference participants the key aspects of the concession project in Chornomorsk - from the terminal's potential to the specific terms of the tender and measures taken by the government and partners to ensure transparency and investment attractiveness.

In 2022, the Ministry of Infrastructure of Ukraine announced its intention to concession three facilities owned by the state-owned enterprise Sea Commercial Port of Chornomorsk.

Earlier, the ministry announced plans to hold four or six concession tenders in 2022 at the Chornomorsk, Odesa, Izmail, and Berdiansk seaports.

Last year, the property of the state-owned Olvia Stevedoring Company and the corresponding property of the state-owned Ukrainian Sea Ports Authority were transferred to QTerminals Olvia, a member of the QTerminals Group, as part of a 35-year public-private partnership.
