The MP's firm received a contract for the construction of a shelter, which went up by 11 million

The Department of Housing, Construction, Improvement and Infrastructure Development of the Kuyalnytsia Village Council of the Podil District of Odesa Region has conducted a tender to select a contractor to be paid for the construction of a shelter in the village of Nestoita.

This is stated in an announcement published in the Prozorro electronic procurement system, according to the Center for Public Investigations.

The procurement was conducted, like last time, in the format of an open tender with specific features and one participant. This time, the contract was to be signed with Grad-Stroy Limited Liability Company. The company expects to pay UAH 35 million 96.5 thousand.

According to the YouControl service, Grad-Stroy, a limited liability company founded in January 2005, is owned by Vadym Teplytskyi, a current member of the Odesa Regional Council.

This is the second attempt to build a shelter. In October 2023, the department held a tender to select a contractor to build a shelter for an educational institution in the village of Nestoita and chose Yugstrongstroy LLC, and the company expected to pay UAH 24 million 357.4 thousand.

However, in January 2024 , analysts of the Territorial Department of the Bureau of Economic Security in Odesa Oblast found violations during this tender. According to the BES, based on the results of information and analytical work, the employees of the territorial department found that the contractor did not have property and employees with the appropriate qualifications. That is, the company did not meet the qualification requirements of the tender.

As for Grad-Stroy LLC, this is not the first time it has received a contract from the Department of Housing, Construction, Improvement and Infrastructure Development of the Kuyalnytsia Village Council without an auction. In December 2022, the department signed an agreement with the company to build a shelter for an educational institution in the village of Kuyalnyk.

The company had no competitors, so it was to receive UAH 27 million 547.6 thousand after the shelter was built.

Also, on August 9, 2021, according to the results of the bidding for the lot "Restoration and rehabilitation of the facades of the building of the Odesa Academic Ukrainian Music and Drama Theater named after V.S. Vasylko, 15 Pastera Street" Obltransbud also entered into a contract with Grad-Stroy LLC for UAH 26.5 million. The contract expired on December 31, 2021.
