The Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine recommended that the Tairova Village Council in Odesa Oblast cease actions that contain signs of violation of the legislation on the protection of economic competition.

This was reported by the press service of the AMCU.

According to the committee, the village council was given two months to consider and implement the recommendations. The fact is that the specialists of the Southern Department decided that the Rules for the placement of outdoor advertising on the territory of the Tairova territorial community, which were approved by the executive committee of the village council in 2021, do not comply with the current legislation.

In particular, they do not coincide with the model rules approved by the Cabinet of Ministers of Ukraine in 2003. In particular, it concerns the mechanism of reimbursement of costs associated with dismantling and installation of advertising media; increasing the list of grounds for the need to reissue a permit.

"Non-compliance of the rules with the requirements established by law, in particular, the Model Rules, may create unfavorable conditions for business activities in the field of outdoor advertising. Such actions of the village council may adversely affect the competitiveness of the business entity (distributor of outdoor advertising), negatively affect competition in the market of outdoor advertising services and, as a result, lead to restriction of competition in this market," the AMCU said.

Earlier, the Antimonopoly Committee of Ukraine exposed collusion between two participants in public procurement in Odesa - entrepreneur Oleksandr Meradzhi and UkrSnab 2014 LLC. It was about the purchase of construction materials for a total expected amount of over UAH 4.3 million.
