Russian governor sentenced to prison for supplying equipment to the occupying army in Kherson region

The governor of the Kaluga region of the Russian Federation was sentenced to eight years in prison. He organized the supply of equipment and supplies to Russian army units fighting in Kherson region.

The sentence was passed by a judge of the Sosnovsky District Court of Cherkasy.

As the court found, the official, who headed the Kaluga region, organized the material support of the Russian army units that took part in hostilities against Ukraine. This included the purchase and transfer of military equipment, gear, ammunition, personal protective equipment, medicines, food, construction materials, and other property.

According to the investigation, the official instructed subordinate authorities to ensure the collection and delivery of goods to the temporarily occupied territories of Ukraine. The transferred property was used by units of the armed forces of the aggressor state to conduct hostilities and attempts to seize Ukrainian territories.

The SBU served a notice of suspicion to Vladislav Shapsh, Governor of Kaluga Region, in April 2025.

In particular, he transferred equipment to the militants of the so-called "international brigade "Pyatnashka", who are directly fighting against the Ukrainian Armed Forces. The transferred equipment included quadcopters, an anti-drone rifle, tactical first aid kits, armored vehicles, off-road vehicles, thermal imagers, generators, radios, and medicines.

In November 2022, according to the case file, he transferred two armored vehicles, equipment, warm clothes, gas cylinders, quadcopters, and other equipment to the mobilized military. Later, he delivered about 25 tons of so-called "humanitarian aid," including sleeping bags, thermal underwear, camouflage uniforms, stoves, generators and a Niva car for the Russian army battalions. They also transferred construction materials, chainsaws, food and other essentials.

In June 2023, an official of the occupiers organized another supply of special equipment, communications equipment and auto parts for units deployed in the temporarily occupied territory of the Kherson region. In November, the Russian military received another UAZ vehicle, an ATV, camouflage nets, stoves, generators, a quadcopter, an anti-drone rifle, radios and 60 boxes of medicines.

The facts of the transfer of equipment and gear were confirmed by publications on official information resources and in the official's telegram channel, where he reported on the shipment of goods and support for the Russian military.

The court found him guilty under Part 3 of Art. 110-2 of the Criminal Code of Ukraine - financing actions committed with the aim of changing the boundaries of the territory or state border of Ukraine. He was sentenced to eight years in prison with confiscation of property. The sentence will be counted from the moment of detention. The execution of the sentence is entrusted to the SBU Office in Cherkasy region.

According to the Myrotvorets resource, Vladislav Shapsha is also involved in the illegal trafficking of Ukrainian children to Russia and their adoption by Russian families.

Also in Kherson, a woman was exposed who was passing on information about the location of the Ukrainian military. Law enforcement officials believe that these messages could have helped the enemy to adjust their attacks on the city.
