Rostdorstroy LLC Secures ₴21.9M Contract for New Clinic in Posad Pokrovske

Odesa-based Rostdorstroy LLC will build a new outpatient clinic in the village of Posad Pokrovske, Kherson Oblast, for almost 22 million hryvnias. The company, which belongs to Yuriy Schumacher, a city council member from the Trust the Deeds party, received this right without competition.

This was reported by the Center for Public Investigations.

The Service for Restoration and Development of Infrastructure in Kherson region announced a tender for the construction of a new outpatient clinic in the village of Posad Pokrovske, which was heavily damaged by the hostilities. The construction, with an expected cost of UAH 21.9 million, is funded under the program for the restoration of the de-occupied territories.

On April 18, an open tender was held with only one participant. Since there were no other bidders, the winner was automatically Rostdorstroy LLC from Odesa. Thus, the company received the contract without competition.

The ultimate beneficiaries of Rostdorstroy LLC are currently Yuriy Shumacher, a deputy of the Odesa City Council and a representative of the Trust the Deeds party, and businessman Yevhen Konovalov.

The new outpatient clinic is being built to replace the renovated old one, which does not provide a full range of medical services. The project includes shelters for patients and staff, boxes for medical transportation. Upon completion, the old building will be repurposed to provide administrative services.

Back in the spring of 2023, Posad-Pokrovske was included in a comprehensive reconstruction project. But the work stopped in 2024. In August, it became known that the Cabinet of Ministers had again allocated money for the reconstruction of the village.

In early March 2025, the Ukrainian government allocated additional funds for the restoration of the de-occupied territories. In particular, 5.2 billion hryvnias will be allocated for the comprehensive restoration of five settlements, including the village of Posad-Pokrovske in the Kherson region, which was severely affected by the hostilities: housing and infrastructure were destroyed by shelling.

In addition, a new Safety Center is planned to be built in the village of Posad-Pokrovske, which will include a fire station, a police station, an emergency medical center, and an equipped shelter. Almost UAH 38 million has already been allocated from the budget for the project.
