The Department of Education, Culture, Youth, Sports and Tourism of the Nerubai Village Council of Odesa Oblast has conducted a procurement for the reconstruction of the Velykobalkivska gymnasium building with the construction of a civil defense facility (radiation shelter).
The relevant information was published in the Prozorro electronic procurement system, according to the Center for Public Investigations.
The procurement was conducted in the format of an open tender with special features on October 11, but with the participation of three limited liability companies: "SMU7, Spets-Klimat-Kontrol, and BC Deluxe Development. The winner was SMU7, which agreed to work for UAH 23 million, which is UAH 9 million 382.9 thousand cheaper than the expected purchase price. The company will have to complete the work by December 31 if an agreement is signed with it.
According to the YouControl service, SMU7 LLC was registered in 2019 and is owned by Oleh Varvarskyi.
This is the second attempt to select a contractor. On September 2, the procurement was already conducted with the participation of two limited liability companies: "Budtechno Plus Construction and Trading Company and BC Deluxe Development. The former was chosen as the winner, agreeing to work for UAH 27 million 785 thousand, but the results were canceled due to the inability to eliminate the identified violations of public procurement legislation.
In particular, when publishing the tender documentation, a technical error was made in the scope of work on the subject of procurement in Annex 3 to the Tender Document "Information on the necessary technical, qualitative and quantitative characteristics of the subject of procurement - technical requirements for the subject of procurement", which cannot be eliminated by the Customer at this stage of the procurement.
Earlier, Oleg Varvarskyi won a tender for the overhaul of a lyceum building in the village of Dachne in Odesa region. The price was UAH 983,685. At the time, the media linked him to Ihor Uchytel, a former deputy of the Odesa Regional Council and owner of Odesgaz.
