Reconstruction and development: Mykolaiv has created a Master Plan for the city until 2030

Mykolaiv is in the process of developing a new Master Plan for the city, which should become the strategic basis for development for the next 30 years and beyond. The mayor spoke about the importance of this document.

According to the mayor, Oleksandr Senkevych, the old General Plan, created in 2007-2009, has long since lost its relevance due to economic crises, war, and other changes. The new document will define the use of territories, which will allow the city to develop, build new housing, including for war victims, develop infrastructure, production facilities and green areas.

Without the approved General Plan, Mykolaiv City Council cannot allocate land plots and start implementing new projects. The work on updating the plan is complicated by the abolition of zoning adopted in 2018, which currently limits the implementation of city projects.

Mykolaiv became a pilot city in the international project UN4Mykolaiv, supported by the governments of Germany, Denmark, and other partners, in September 2022. An important part of the work, including research, damage analysis, and strategy development, was carried out by the Italian company OneWorks, and the first phase of work was carried out free of charge.

The first phase of the #UN4Mykolaiv project lasted six months. During this time, experts performed a thorough analysis of the city and identified the basic principles on which the urban planning document will be based.

In 2025, the next stage of the General Plan development is expected. The city council will need to adapt the materials developed to the requirements of Ukrainian legislation, hold a tender to select a contractor, and create an up-to-date topographic base. The approval of the new General Plan is expected to be completed in 2026.

International support is playing a key role in this process, enabling Mykolaiv to become an example of a modern, people-centered approach to urban planning.

The Italian architectural firm One Works completed preparations for the development of the new Mykolaiv Master Plan in early 2023. The #UN4Mykolaiv pilot project, unique for Ukraine, is being implemented under the auspices of the United Nations Economic Commission for Europe. The project's working group brings together more than 16 UN agencies, involving the best experts in the fields of architecture, urban planning, and territorial planning.

In July 2023, the City Master Plan was presented at the World Congress of Architects in Copenhagen. At the same time, the Mykolaiv delegation visited the COWI headquarters, where a working meeting was held on its development.

In early July, the concept of the Master Plan was presented, developed by experts from the Italian company One Works and the Danish COWI. The document is aimed at long-term development, taking into account Ukraine's future integration into the European Union. The plan envisages reducing water consumption, creating a Sustainable Infrastructure Fund and stabilizing the energy system.

In the summer, Mykolaiv's international partners decided on pilot projects for the city's development. They plan to build an innovation district, reconstruct social housing, restore cultural heritage, and create an industrial park and public space.
