Prosecutor from Odesa received three apartments as a gift

Olena Shchablevska, prosecutor of the Peresypsk District Prosecutor's Office in Odesa, has repeatedly indicated in her declarations the apartments she received as a gift from her mother. The total declared value of this housing exceeds UAH 1.3 million.

According to the Center for Public Investigations, the official's mother, Valentyna Shchablevska, probably had tax and utility debts.

Shchablevska filed her first declaration in 2015 as a prosecutor at the Kalynivka Local Prosecutor's Office in Vinnytsia Oblast. At that time, she reported only a salary of UAH 90.3 thousand, a UAH 300 bonus, and UAH 3.5 thousand in child benefits. She did not declare any movable or immovable property.

In 2016, the prosecutor reported that she was using an apartment in Kozyatyn owned by Valentyna Shchablevska, presumably her mother, for free. In the same year, her income increased to 131 thousand hryvnias, and she received 350 hryvnias as a gift from her mother.

In the following years, until 2021, Shchablevska continued to indicate free use of her mother's apartment, declaring salary, alimony, and minor additional payments.

In 2021, her mother gave her two apartments at once: a 35.4-square-meter apartment in Kozyatyn worth UAH 272.9 thousand and a 41-square-meter apartment in Odesa worth UAH 569 thousand.

In 2023, the prosecutor was transferred to Odesa region. She worked for two years in the Specialized Defense Prosecutor's Office of the Southern Region, and in 2025 moved to the Peresypskyi District Prosecutor's Office of Odesa.

In 2025, the prosecutor declared more than a million hryvnias of income and 7 thousand US dollars of savings. In the same year, she received another apartment as a gift from her mother - a 34-square-meter apartment in Vinnytsia worth about UAH 500,000.

According to the LRC, in 2021, Valentyna Shchablevska from Kozyatyn registered as a sole proprietor selling food in specialized stores. Four years later, the business was terminated, leaving her with a tax debt of UAH 733. In addition, in 2020, she had a utility debt of UAH 1.7 thousand.

The journalists assume that this is the prosecutor's mother, since the last name, first name, patronymic and place of residence - Koziatyn, Vinnytsia region - match. No other entrepreneurs or officials with the same data were found in the registers.

Recently, SBI investigators served a suspicion in absence on the former deputy head of the Odesa regional TCC of illicit enrichment and asset laundering. According to the investigation, in 2020-2022, he acquired property worth more than UAH 37.7 million, registering it in the names of his relatives - his wife, mother, mother-in-law and grandmother - to hide the real owner.
