Lexus and 2 hectares of land: what the declaration of the deputy head of Odesa RSA revealed

Deputy Head of the Odesa District State Administration Alla Vyshniakova declared income of over one million hryvnias, two apartments in Odesa and a 20,000-square-meter land plot in Odesa Oblast in 2025.

This was reported by the Center for Public Investigations.

The document covering Alla Vyshniakova's annual income and property was published on February 23, 2026. The official is registered in Odesa and lives there, and the declaration lists one family member, her son Serhii Starodubov, who also lives in the city.

As for real estate, the official owns two apartments. The first apartment has an area of 102.5 square meters and was purchased in 1998 for UAH 28,731. Her son lives in this apartment. The second apartment, with an area of 22.3 square meters, was acquired in 2016 for UAH 99,727.

In 2021, Vyshniakova also became the owner of a land plot in the village of Platonivka, Velykomykhailivska community, Rozdilnyanskyi district, Odesa region. No information on its value was provided in the declaration.

In addition to real estate, the official owns a 2007 Lexus ES 350, purchased in 2013 for UAH 132,450.

The main source of income in 2025 was her salary in Odesa District State Administration - UAH 1,324,831, which is higher than in 2024, when she received UAH 1,123,182. Additionally, the official declared UAH 11,688 of income from leasing property to the Victoria farm and UAH 34,156 of insurance payments from Grave Ukraine Life Insurance PJSC.

The official's monetary assets include USD 3 thousand in cash - unlike in 2024, when she did not declare any cash. She also has accounts in several banks. No financial liabilities, corporate rights, securities, construction in progress, or other valuable property were recorded in the declaration.

Earlier, Intent wrote that in 2023, Vyshniakova declared income from salaries in the Odesa district and regional administrations in the amount of UAH 162 thousand and UAH 225 thousand, respectively, as well as UAH 10 thousand from leasing property to the Victoria farm.
