Officials and MPs: who has the biggest problems with declarations in Odesa region

MPs, officials of various government departments and local authorities were included in the rating of the Center for Public Investigations, whose journalists examined financial reports in Odesa, Mykolaiv and Kherson regions.

Eight people in the ranking are connected to Odesa region.

The National Agency for the Prevention of Corruption, during a full audit of the declaration of Oleksandr Urban skyi, Deputy Chairman of the Odesa Regional Council, for 2023, found inaccuracies totaling 540 thousand hryvnias.

Oleksandr Urbanskyi did not provide information about the Audi RS Q 8 (2021) car he purchased in April 2023 at a reduced price of UAH 500 thousand. The politician assured that this was a "technical error". In addition, Oleksandr Urbanskyi did not declare UAH 40,588 in his bank account, while as of the end of the reporting period, the negative balance was UAH 53,828.

Andriy Moraru, an official of the Odesa Migration Service, failed to declare a 200-square-meter house, an apartment in Odesa, commercial real estate, and an elite car. He also lied about his salary. During the audit, it became known that Moraru did not declare a 2021 Audi RS Q8 purchased in April 2023 for UAH 500,000. In addition, the declaration did not indicate the 200.5-square-meter house in Odesa that the official used during the year and the land plot on which it is located.

The NACP also found inaccurate information worth more than UAH 6 million when checking the financial statements of Artem Zakharov, Director of the Municipal Economy Department of the Odesa City Council. The official did not indicate in his declaration a 24-square-meter apartment in Mykolaiv, which he received in October 2023 under a caretaking agreement with a relative. He also failed to list a 2005 Suzuki Grand Vitara, which his wife purchased in December 2022. Zakharov explained that she immediately gave this car to her mother, so he decided not to declare it.

According to the investigation, the former head of the Odesa JCCC and JV, Yevhen Borysov, acquiredassets worth almost UAH 150 million during his tenure in the absence of such legal income. Law enforcement officers found that after the full-scale invasion, his family members purchased real estate and premium cars in Spain. At the same time, the official joint income of the family did not cover these expenses.

The former head of the Bilhorod-Dnistrovskyi District Council , Hryhorii Melnychenko, could not confirm to the NACP the legitimacy of the origin of his monetary asset worth over UAH 59.5 million.

Also, the head of the Kyiv District Court of Odesa, Serhiy Chvankin, declared his wife's company in the United States, which owns apartments in Miami worth about UAH 12 million. In addition, Chvankin's declaration mentions several accounts opened by his wife, Nelly Golubeva, in American banks. As of the time of filing the declaration (end of 2023), about 52 thousand dollars were deposited in them.

Svitlana Izosimova, director of the Odesa Regional Center for Emergency Medical Care and Disaster Medicine in Odesa Oblast, has never declared her husband's income . According to her declarations, she was the only one who brought money into the family while her husbands bought cars. Slidstvo.info journalists tried to find out from Izosimova herself why she did not declare her husbands' income, but did not receive an answer.

In 2022, the head of the regional council, Hryhorii Didenko, declared receiving a Hublot watch worth 457 thousand hryvnias as a gift. Meanwhile, Yulia Didenko 's declaration also shows that her husband received a Hublot watch, but worth UAH 594,950. That is, the difference in value amounted to 135 thousand hryvnias. Law enforcement officials believe that the cash income of the Didenko family in the period from 2020 to 2023 exceeds the declared income by almost UAH 17 million. The declaration also lacks an apartment on Lidersivskyi Boulevard and two cars: Audi Q8 and Mercedes-Benz C 200.
