Odesa region is among the outsiders in terms of profits from subsoil

In 2025, resource payments from businesses reached almost UAH 93 billion, but their role in the budget is decreasing. Odesa region provided only 0.02% of these revenues.

This is evidenced by the sectoral analysis of the YouControl analytical system.

In 2025, the volume of business resource payments amounted to UAH 92.7 billion, showing a minimal increase of 0.9%. At the same time, their share in the consolidated budget revenues is declining, as total state revenues grew much faster - by 20.9%, to UAH 4.338 billion, which indicates a gradual decrease in the role of resource rent in the budget structure.

The structure of payments has changed: the decline in the extractive sector was partially offset by land and property revenues. The rent for gas decreased by 10.7%, for oil - by 12.8%, for condensate - by 17.5%, and the largest decline was recorded in the coal industry (-35.2%).

At the same time, rent from legal entities increased by 13% and land tax by 17.7%. Iron ore mining (+10.6%) and amber mining (+28.3%) also showed positive dynamics. Total environmental payments increased by 4.1%, while rent for the use of subsoil of national importance decreased by 8.1%.

The analysis of 308 taxpayers shows a significant concentration of resource revenues in a few regions. Kyiv accounts for 58.02% of revenues (49 companies), acting as a financial center for the headquarters of energy and raw materials corporations. Dnipropetrovs'k region accounts for 13.37%, Zaporizhzhia - 10.03%, Lviv - 6.45%, and Rivne - 6.15%.

Southern regions have much more modest figures. In Odesa region, 5 companies provided only 0.02% of resource payments. In Mykolaiv region, 4 taxpayers generated 0.93% of revenues, which is relatively higher compared to neighboring regions. In Kherson region, there is only one taxpayer with a share of 0.01%, which reflects a sharp decline in economic activity due to the military consequences and the loss of part of the resource base.

In general, the structure of revenues confirms the critical dependence of the budget on a narrow range of large companies in the oil and gas and mining and metals sectors, while most regions, including the southern regions, play a secondary role in generating the state's resource revenues.

At the same time, despite the constant shelling and threats to infrastructure, Odesa seaports fulfilled 95% of the annual cargo turnover plan in 2025. Traditionally, the largest share of cargo was accounted for by agricultural products - 44.2 million tons, which is more than half of the total.
