Nearly a billion with no competitors: Odesa Region selects operator for the route to Kyiv

The Infrastructure Restoration and Development Service in the Odesa Region has selected a contractor to perform operational maintenance on the Kyiv–Odesa public highway of national importance.

The corresponding announcementwas publishedon the Prozorro e-procurement platform.

The procurement was conducted as an open tender with specific conditions, and the sole bidder was the limited liability company “Avtomagistral-Pivden.” The company will be responsible for maintaining 192 kilometers of the road until December 31, 2028. It expects to receive 994 million 215.3 thousand hryvnias for this work. 

According to theYouControl analytical system, until September 2022, “Avtomagistral-Pivden” was owned by Odessa residents Valery Korotkov and Oleg Nalyvany. Currently, the ultimate beneficiaries are listed as Oleksandr Boiko and the Austrian companyEP Construction Holding GmbH.

Planned activities include reinforcing road shoulders, cleaning 15 km of drainage ditches and 10 km of reinforced concrete channels, large-scale trash removal, mowing grass, removing shrubs, and post-accident cleanup of the roadway.

In addition to the road surface, the contractor will be responsible for bridges and traffic safety. The contract also provides for the maintenance of video surveillance cameras and the establishment of temporary detours in the event of emergencies.
