Odesa Municipal Economy Department Spent 115 Million on Repairs

The Department of Municipal Economy of the Odesa City Council spent tens of millions of hryvnias on repairing and restoring the housing stock in 2025. The most expensive procurements concerned major repairs of elevators and buildings.

Intent analyzed the largest procurements of the department through the Zakupivli.pro platform. It is worth noting that the analysis is based on the expected cost of procurement, as the initial price may decrease during auctions.

Among the largest works is the overhaul of elevators in residential buildings on Kolontaivska, Vysotskoho, Balkivska and Akademika Hlushka streets. For example, the repair of two elevators at 65 Kolontaivska Street cost UAH 3.9 million, and one elevator at 26 Akademika Hlushka Avenue cost more than UAH 1.4 million.

In February, the department ordered a major overhaul of a residential building at 14 Marinesko Descent, which cost more than UAH 30 million. In March, apartment buildings damaged by the war were restored: at 51 Novoselskoho Street, almost UAH 12 million, and at 54 Pastera Street, over UAH 6.4 million. Smaller overhauls and repairs, including at 57 Primorskaya, 16 Kanatnaya, and 12 Nizhynskaya, cost between UAH 1 and 1.3 million.

Repairs continued in April: buildings at 50 and 53 Novoselskoho Street and 32 Nizhynska Street received major repairs for more than UAH 1.3 million each. At the same time, repairs to elevators at 127/1 Svyatoslav Richter Street, 150 Dobrovolskoho Avenue, and 63/1 Ilfa i Petrova Street continued, costing between UAH 3 and 5.7 million.

In May, the department signed a number of contracts for major repairs of public amenities in different parts of the city, as well as continued work on elevators and emergency repairs, where the amounts ranged from UAH 1.4 to 2.8 million.

In the summer, the department continued to overhaul elevators and buildings throughout Odesa: on Transportna, Staroriznychna, Marselska, Ivan Poundovyi, Fontanska, Yevhen Chikalenko and other streets. Procurement amounts ranged from UAH 1 to 5.6 million, and the largest project to restore an apartment building at 134 Dobrovolskoho Ave. cost more than UAH 14.6 million.

Thus, in 2025, the Department of Municipal Economy of the Odesa City Council spent about UAH 115 million on repairing residential buildings, elevators, and landscaping after the devastation of the war.

In addition, in 2025, the Odesa ServiceCenter spent more than UAH 175 million on large purchases. The bulk of the funds was spent on repairing shelters, landscaping, and public restrooms. The company spent about UAH 143 million on civil defense facilities.
