Odesa Municipal Enterprise "Service Center" ordered repair of shelters for UAH 143 million

Odesa utility company Service Center has spent tens of millions of hryvnias on procurement this year. Among them are repairs of shelters, restrooms and an electricity supply contract.

Intent analyzed the largest transactions through the Zakupivli.pro platform. It should be borne in mind that the analysis is based on the expected cost of procurement, as the initial price may decrease during auctions.

The company started the year by looking for a contractor to repair the Wings of Victory obelisk on Tenth of April Square. The work was estimated at over UAH 96 thousand. In January, the Service Center began ordering repairs to shelters on Tiraspolskaya, Brigadnaya, and Stovpova streets. About UAH 5.6 million was allocated from the city budget for these needs.

At the end of the month, the company purchased electricity worth almost UAH 10 million and ordered the production of design and estimate documentation for the overhaul of several fire reservoirs for almost UAH 900 thousand.

In February, procurement activity only increased. The company announced tenders for the repair of shelters on Hradonachalnytska, Fontanska Road, Admiralskyi Avenue, Staroportofrankivska, Bohdana Khmelnytskoho, Serednya, Prokhorivska, Buhaiivska, Lva Tolstoho, and Parkova streets. The total expected cost of repairs was about UAH 45.6 million.

In the same month, almost UAH 300 thousand was allocated to analyze the quality of artesian water after treatment in 16 pump rooms in Odesa.

In March, the company ordered a number of design estimates for the overhaul of shelters for almost UAH 600 thousand. Tenders were also announced for adjusting the projects of works already underway - in particular, on Ovidiopolska Road, Bohdan Khmelnytskyi Street, and Admiralskyi Avenue. These works were estimated at about UAH 6 million.

In May, the Service Center continued repairs of civil defense facilities - this time on Melnytska, Pastera, and Itskhaka Rabin streets. The total amount is over UAH 7 million.

The most expensive purchase in June was the purchase of automatic public toilets with a universal cabin for people in wheelchairs. UAH 18 million was planned for this purpose. Also in June, more than UAH 30 million was allocated from the budget for major repairs of shelters, and in August, another UAH 25.4 million was allocated.

In the fall, the company continued to upgrade its protective structures. In October, UAH 2.5 million was allocated to repair shelters at two locations on Sudnobudivna Street, over UAH 5 million on Degtyarna Street, over UAH 10 million on Shkodova Hora, and over UAH 5.6 million on Dalnytska Street.

In addition, the company announced a tender for the overhaul of a public restroom in Istanbul Park. The expected cost of the work was about UAH 2.6 million.

Thus, in 2025, Odesa Service Center spent more than UAH 175 million on the most expensive purchases. The funds were mainly spent on repairing shelters, landscaping and public restrooms. In total, the company spent about UAH 143 million on civil defense facilities.

Also, since the beginning of 2025, the OdesaHeatSupply Company has concluded agreements for more than UAH 296 million. Most of the funds were spent on the construction of a cogeneration unit, repair of boilers and heating networks, and preparation for the heating season.
