The most expensive procurement of the Municipal Enterprise "City Roads" in Odesa reached 170 million

In 2025, the Odesa municipal enterprise City Roads allocated most of its funds for the maintenance of public roads. At the same time, the company financed other areas of activity.

Intent analyzed the largest transactions through the Zakupivli.pro platform. It should be noted that the analysis is based on the expected value of procurement, as the initial price may decrease during auctions.

The company started the year with not very expensive purchases for its needs. Thus, UAH 1.2 million was allocated for electricity distribution, water supply services cost UAH 1.6 million, waste disposal - almost UAH 1.2 million, and vehicle maintenance and repair services - UAH 4.2 million. One of the most expensive procurements in January concerned the purchase of a mixture of asphalt and bitumen emulsion, which cost over UAH 12.4 million from the budget.

The company planned UAH 8.7 million for maintenance and repair services for military vehicles.

They did not forget about the equipment. Thus, more than 22 million was planned for spare parts and technical brushes for sweepers. And another 17.4 million for road equipment.

Also in February, they were looking for a contractor to maintain the 269.250 km and 152.241 km street and road network of the Peresypskyi district of Odesa, namely to eliminate potholes, and were ready to pay almost UAH 16 million. Another UAH 7 million was allocated for the same pothole repair, but in Kyiv district (131.048 km long), and another UAH 8 million in Khadzhibey district (184.018 km long). In August, another UAH 8 million was allocated for Peresypskyi, Kyivskyi and Khadzhibeyskyi districts for the same service.

The company also took care of its employees by announcing a tender in late April to purchase storm clothes for UAH 1.6 million. The month ended with a tender to restore the road surface after emergency repairs to heating networks in Odesa, for which UAH 23.7 million was planned. UAH 16.5 million was to be spent on maintenance and repair of vehicles.

In July, the company announced a tender for the installation of an automatic fire alarm system, a warning system and evacuation management for UAH 3.1 million.

One of the company's interesting procurements concerned services for the audit of the annual financial statements of the Municipal Enterprise "City Roads" for the reporting year 2024, for which the institution had to pay UAH 335 thousand.

August was marked by the search for a contractor to restore the road surface after emergency repairs of heating networks. The only bidder was Rostdorstroy, a company owned by a deputy of the Odesa City Council, which received more than 15 million from the city budget.

One of the most expensive expenses of the company was the purchase of fuel and gasoline, for which almost UAH 39 million was allocated.

Thus, in 2025, MU "City Roads" spent about UAH 170 million on the largest purchases. The most expensive expenditures were related to fuel, road restoration and equipment.

Also in 2025, the Odesa Oblast Infrastructure Restoration and Development Service spent billions of hryvnias on road repairs and maintenance, modernization of border crossing points, and housing rehabilitation. A significant portion of the funds also went to the needs of the institution itself, and the most expensive are large infrastructure projects, including roads of national importance, which cost UAH 1.27 billion.
