Odesa's heat supply company awarded a one-and-a-half million contract to a local company for the installation of gas piston generators for boiler houses without a tender.
This was reported by the Center for Public Investigations on the Prozorro e-procurement website.
On December 31, 2024, the utility company Odesa City Heat Supply signed a contract for the new construction of two 6.6 MW gas-piston power plants. The project includes the construction of 10/0.4 kV networks to connect the stations on the territory of the district boiler house "South-2" located at 45a Akademika Korolyova Street.
The total cost of the works is UAH 1 million 495 thousand. The procurement procedure was conducted without the use of an electronic system, which excludes open tenders or auctions.
The contractor was Elektropivdenzakhidmontazh-11 LLC,
According to the youcontro analytical system, the company was registered in Odesa in 2018. Its head is Igor Uzhakin. According to the terms of the contract, the construction of the foundations and installation work should be completed by March 1, 2025.
The place of work is the Pivdenna-2 district boiler house.
In November last year, the first cogeneration unit was installed at one of Odesa's boiler houses to create its own generation within the city. The project is being implemented jointly with UNDP and with the support of the embassies of Japan, Norway and Sweden. Its goal is to decentralize Odesa's energy system and strengthen its resilience to possible crises.
In an interview with Intent.Insight, Deputy Mayor of Odesa Hanna Pozdnyakova said that Odesa region is expecting to receive nine such machines under a UN project funded by the Japanese government. However, due to the lengthy procedure of approvals and tenders, which took place even at the level of the UN office in New York, the delivery of the equipment is delayed. The cogeneration machines are manufactured by the Austrian company Jenbacher, which won the tender. The production time for each machine is 8-10 months.
The cost of the project, including all related equipment, exceeds several billion hryvnias and is fully funded by Western partners.
The deputy mayor also provided new details about the case of humanitarian generators in Odesa.
