Odesa developer forced to pay debt to the city

The court upheld the prosecutor's claims and ordered to recover UAH 1 million 844 thousand from the company to the budget of Odesa.

This was reported by the press service of the Odesa Regional Prosecutor's Office.

The prosecutor's office found that in 2020-2021, the developer built an apartment building on Pedagogichna Street in Odesa with an underground parking lot with a total area of more than 4,000 square meters.

However, contrary to the requirements of the law, the company did not pay the mandatory contribution to the development of the city's infrastructure. This equity participation is mandatory for developers who started construction before 2021.

In October 2025, a construction company that was building a six-story building with 40 apartments in Sechenov Lane was forced to pay UAH 600 thousand to the city budget. Prior to that, the court upheld a lawsuit filed by the Khadzhybey District Prosecutor's Office of Odesa and forced the developer to pay more than UAH 2 million in debts to the budget. According to the prosecutors, in 2018-2021, the developer built the first phase of an apartment complex with underground parking lots, built-in public premises and a service station with a convenience store and administrative and household premises on Fontanska Road.

Before that, the Supreme Court of Ukraine sided with the Odesa Regional Prosecutor's Office in a dispute with a developer building a residential complex in the village of Lymanka in the Tairovska community. The Chornomorsk District Prosecutor 's Office found that from 2019 to 2024, i.e. for more than 5 years, the developer in Limanka was building facilities, but did not pay a single penny to the Tairova community budget.
