Odesa customs officers failed to return confiscated unjustified assets

The Appeals Chamber of the High Anti-Corruption Court upheld the decision of the first instance court, which had found the assets of a married couple of Odesa customs officers and their son, an official of a district council in Kyiv region, to be unjustified and seized them for state revenue.

This was reported by the Center for Public Investigations with reference to the press service of the National Agency for the Prevention of Corruption.

The basis for the decision of the Appeals Chamber was the results of the lifestyle monitoring conducted by the National Agency for the Prevention of Corruption. During the monitoring, the NACP 's authorized persons found that in 2021 the couple acquired an apartment in Odesa with an area of 103.8 square meters. Their son, who holds the position of deputy chairman of a district council in Kyiv region, purchased an apartment in the capital with an area of 105.5 square meters and a Toyota RAV4 Plug-In Hybrid, made in 2018. At the same time, officials registered the ownership of these assets in the name of their close relative born in 1937. The amount of illegal assets reaches UAH 8.5 million.

After the monitoring of the lifestyle of the above-mentioned subjects began, they immediately sold this movable and immovable property. Analysis of the legal income and savings of the family shows that the officials and their close relatives could not have purchased the assets at the expense of legal income.

In March 2025, the Specialized Anti-Corruption Prosecutor's Office filed two lawsuits seeking to declare assets worth more than UAH 8.5 million belonging to customs officials and the deputy head of the district council as unjustified. The prosecutors insisted on recovering the funds to the state (civil forfeiture) from the head of the department and the chief state inspector of the Odesa Customs, as well as their son, the deputy head of the district council in Kyiv region.
