To commemorate the victims of the September 30 rainstorm, October 2, 2025, has been declared a Day of Mourning in Odesa.
According to the Odesa City Council, despite the promptly launched emergency response measures, the involvement of all emergency services and utilities of the Odesa City Council, volunteer formations and units of the State Emergency Service of Ukraine in Odesa region, the storm resulted in human casualties.
"The State Flag of Ukraine and the flag of Odesa with mourning ribbons will be at half-mast on the buildings," the statement added.
Enterprises, institutions, and organizations of the city, regardless of ownership, are advised to limit the use of music and entertainment.
On September 30, 9 people died in Odesa as a result of the bad weather, including one child. The bad weather caused serious damage: flooding of roads, power outages, property damage, and trees falling down.
The bodies of five people were found in Sergei Eisenstein Lane: 2 men, 2 women and a girl of about 8 years old. They are currently being identified. Rescuers do not have access to the bodies as the water is being pumped out. Two more bodies were found on Balkivska Street: an unidentified woman aged 55-65 and a local resident born in 1987. The body of another woman born in 1968 was found on Dacha Kovalevskoho Street. Cases of hypothermia due to prolonged exposure to water have also been reported. The victims are being provided with the necessary medical care.
Emergency situations are being dealt with by specialists of the municipal enterprises Miskzelentrest, City Roads and Housing and Utility Services at their respective addresses. Utilities are sawing down fallen trees and removing them, as well as cleaning the streets of debris. So far, the work has been completed at 37 addresses, and work is ongoing at 33 more locations.
Meanwhile, the mayor's office published a video reporting that almost two months' worth of rain fell in Odesa in 7 hours.
