NACP uncovers hidden assets of Odesa migrant worth tens of millions

Andriy Moraru, an official of the Odesa Migration Service, failed to indicate in his declaration a 200-square-meter house, an apartment in Odesa, commercial real estate, and an elite car. He also lied about his salary.

According to the NACP, during the inspection, it became known that Andriy Moraru did not declare a 2021 Audi RS Q8 purchased in April 2023 for UAH 500 thousand through the Unicars company associated with scandalous businessman Boris Kaufman. In addition, the declaration does not indicate the 200.5 sq. m. house in Odesa that the official used during the year and the land plot on which it is located.

The official also failed to report his wife's apartment, purchased in 2022 for UAH 1.84 million, as well as children who did not officially live with him.

Other violations include the transfer of real estate in Bilhorod-Dnistrovskyi and Zatoka to the Neonol cooperative after the seizure of assets, concealment of apartments that he re-signed over to the cooperative only in 2022, and the use of a Mercedes-Benz car registered in his mother's name.

The declaration contains expensive jewelry, including a bracelet worth almost UAH 2 million, but there are no documents confirming their purchase. Also, his wife's cash in the amount of 100 thousand euros and 200 thousand dollars, which she explained as a "gift" but without proper documentation, is not listed.

Moraru also submitted false information about his salary. In the declaration, he indicated an annual income of UAH 345,116, although according to the state register, his actual salary was UAH 428,715.

In total, the official failed to declare property, assets and income worth more than UAH 83 million. The NACP forwarded the materials to law enforcement agencies under Article 366-2 of the Criminal Code of Ukraine on false information. For his actions, Morar faces a fine of UAH 51-86 thousand, or 150-240 hours of community service, or up to two years in prison with a ban on holding certain positions for up to three years.

In June 2024, the SBI exposed migration officials who wanted to make money off of a foreigner. Andrii Moraru was among the detainees.

After that, the HACC began consideration of the case on confiscation of the Mercedes-Benz car. The car, worth more than UAH 5 million, belongs to the mother of Odesa Customs official Andrii Moraru , who does not even have a driver's license.
