NACP reveals inaccuracies in the declaration of the deputy head of Odesa regional tax service

The National Agency for the Prevention of Corruption has found signs of false information in the declaration of Dmytro Khandusenko, former deputy head of the Southern Office of the State Audit Service.

According to the Center for Public Investigations, the NAPC found signs of false information in the declaration for 2023, in particular, in the amount of over UAH 4.6 million.

Currently, Dmytro Khandusenko is the acting deputy head of the State Tax Service in Odesa Oblast.

Among other things, the official failed to confirm the legitimacy of the origin of the funds used to save cash for more than UAH 4.4 million. In 2023, Dmytro Khandusenko declared cash savings of UAH 3 million and USD 70 thousand, which, taking into account the exchange rate of 2023, amounted to a total of UAH 5 million 560 thousand in cash, he explained that in 2021 and 2022 he received gifts from his mother - UAH 816 thousand 888 and UAH 1 million 350 thousand, and earned a total of UAH 6 million 161.7 thousand from his business in 2022 and 2023. He also stated that he had sold cryptocurrency worth UAH 372.8 thousand and exchanged currency, earning UAH 150 thousand.

However, the NACP experts doubted the official's ability to save this amount in cash, since the official's declared income in 2023 amounted to UAH 4 million 150.5 thousand, but he purchased goods for sale for UAH 3 million 343.7 thousand, so he had only UAH 668 thousand left for savings. The NACP counted the official's expenses in the amount of UAH 2 million 332 thousand. In the end, after all the calculations, the agency's experts decided that the official could not have saved more than UAH 1 million 128 thousand.

Cryptocurrency

Dmytro Khandusenko declared 39,039 units of Tether cryptocurrency worth UAH 1,427, but the NACP found out that according to the Binance cryptocurrency exchange, the official had 4,988.4 units of this cryptocurrency, totaling UAH 188,000 in 2023, taking into account the dollar exchange rate at that time.

Also, in his declaration for 2023, he did not indicate that he had 1.09 units of the EthereumPoW cryptocurrency, but the NACP found out that he had declared it in his declaration for 2024, indicating the date of acquisition on October 31, 2023.

Real estate

On August 31, 2023, Dmytro Khandusenko purchased a 71.6-square-meter apartment in the Sea Symphony residential complex for UAH 691,654. At the same time, he entered into a gift agreement with the owner of the apartment, Halyna Filin, in which Keto Group LLC valued the property at UAH 1 million 751.3 thousand. The NACP, using data from open real estate sales platforms, calculated that the market price of these apartments should have been at least UAH 3 million.

The official explained this low price by saying that the property was valued before the full-scale Russian invasion, after which real estate prices fell for a while and he took advantage of it, and prices on real estate websites cannot be considered correct.

However, the conclusions of the Research Center for Forensic Examination in the Field of Information Technology and Intellectual Property of the Ministry of Justice of Ukraine confirmed the NACP's calculations - UAH 3 million 245 thousand, and experts from the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Internal Affairs valued the property at between UAH 2.9 million and 3.4 million.
