Mykolaiv suspends consideration of case on embezzlement of budget

In Mykolaiv, the court suspended the case against the director of a construction company suspected of misappropriating budget funds during the repair of the roof of a high-rise building in the city. The reason was a repeat examination ordered due to contradictory findings of previous studies.

This is evidenced by the ruling of the Zavodskyi District Court of Mykolaiv.

The court suspended the criminal proceedings against the director of Budtechnologiya-MK LLC, who is suspected of misappropriating budget funds and forgery during the repair of the roof of a residential building. The reason was a repeated construction and technical expertise.

As it became known from the court materials, on January 26, 2026, the forensic expert filed a request for additional documents, including acts of completion, executive documentation, invoices, certificates for building materials, and electronic files of estimate documentation. It was about the repair of the roof of a high-rise building at 130A Kosmonavtiv Street, which was carried out in 2020-2021.

However, at the court hearing, the prosecutor stated that all the documents available to the prosecution had already been attached to the case file, and he had no other evidence. The defense also objected to the motion, emphasizing that some of the electronic documents requested by the expert did not exist at all.

Taking into account the positions of the parties, the court dismissed the expert's motion, noting that it was not obliged to collect evidence on its own. At the same time, the available case files will be transferred to experts from Odesa Scientific Research Institute of Forensic Expertise for re-examination.

According to the investigation, the contractor carried out repairs under a contract with the City Council's Housing and Utilities Department for more than UAH 607,000. Law enforcement officials believe that the scope and cost of the work were overstated in the reporting documents. According to their calculations, the real cost was about UAH 560 thousand, which could have resulted in budget losses of more than UAH 47 thousand.

At the same time, a contradiction has already arisen in the case: one expert confirmed the overestimation of the cost of the work, while the other, on the contrary, indicated that it was overestimated by more than UAH 117 thousand, including the funds of the condominium.

It was because of these discrepancies that the court had previously ordered a second expert examination. The case is officially suspended while it is being conducted.

Law enforcement officers discovered possible corruption during the renovation of the high-rise last year. Then the judge ordered a repeat construction and technical expertise in the case against the director of Budtechnologiya-MK, who was accused of misappropriation of budget funds and forgery.
