Mykolaiv region embezzled budget funds through a "dead soul"

An indictment against a village head and his son suspected of embezzlement of budget funds and forgery was sent to court in Mykolaiv region. According to the investigation, the official fictitiously employed a relative, which caused the community losses of more than UAH 186 thousand.

This was reported by the press service of the Mykolaiv Regional Prosecutor's Office.

Investigators found that between January 2021 and October 2023, the head of the community hired his son as a driver for the village council. In fact, he did not perform any duties and did not even show up at the workplace, while receiving regular salaries and bonuses. Most of the time, he was outside Mykolaiv region and engaged in other paid activities.

Nevertheless, he was systematically charged funds from the village council budget, which he spent on his own needs. As a result of such actions, the community suffered losses in the amount of over UAH 186 thousand.

The pre-trial investigation was conducted by investigators of the Territorial Department of the State Bureau of Investigations in Mykolaiv. The actions of the defendants are classified under several articles of the Criminal Code of Ukraine, in particular, embezzlement and forgery.

If proven guilty, they face five to eight years in prison with possible disqualification to hold certain positions.

In October 2025, the Ingulsky District Court of Mykolaiv temporarily suspended Vlasyuk, the head of Domanivka village, from his position. Back in September of the same year, he was notified of being suspected.

The court also imposed a bail of UAH 181.6 thousand as a preventive measure. In addition, the official was ordered not to leave the settlement, not to visit the premises of the village council and to surrender his passport.

The official himself disagreed with the suspicion. He challenged the suspension, citing his health condition and the need for treatment, and claimed the importance of his work for the development of the community.

In February, the court arrested the house of Viktor Vlasiuk, the former head of Domanivka village, on suspicion of embezzlement of budget funds. The investigating judge considered the motion filed by the investigator and prosecutor and granted it, restricting the owner's right to alienate or dispose of the property until the end of the trial.
