Court seizes former village head's house in Mykolaiv for embezzlement

In Mykolaiv, the house of a former village head was seized on suspicion of embezzlement. Investigators found that the money was illegally paid to his son for work that he did not actually do and for him to receive a reservation from mobilization.

This was reported by the Center for Public Investigations.

This is evidenced by the ruling of the Ingulsky District Court of Mykolaiv.

The court seized the house of the former village head of Domanivka on suspicion of embezzlement of budget funds. The investigating judge considered the motion of the investigator and the prosecutor and granted it, restricting the owner's right to alienate or dispose of the property until the end of the trial.

According to the investigation, between January 2021 and October 2023, the former village head issued false official documents and entered knowingly false information about his son's work as a driver for the village council. In fact, the son did not perform these duties, but received a salary, bonuses and other payments totaling more than UAH 186 thousand. The funds that were paid were not returned to the community budget.

On September 23, 2025, the former head was officially served with a suspicion of forgery and embezzlement. On February 2, 2026, the prosecutor's office filed a civil lawsuit on behalf of the Domanivska community for damages.

The investigating judge reviewed the motion of the investigator and prosecutor and granted it, restricting the owner's right to alienate or dispose of the property until the end of the trial.

To ensure that the money can be recovered, the court seized the suspect's house. The ruling takes effect immediately and can be appealed within five days to the Mykolaiv Court of Appeal.

The court ruling ensures that the damage caused to the budget will not go unreimbursed while the investigation is ongoing.

In October 2025, the court temporarily suspended Viktor Vlasiuk, head of the Domanivka village council in Mykolaiv region, from his position for the duration of the pre-trial investigation.

According to the investigation, the official hired his son Volodymyr as a personal driver so that he could receive a reservation from the mobilization. In fact, the son did not fulfill his duties for almost a year and a half, but received a monthly salary.

The Mykolaiv Regional Prosecutor's Office, together with the State Bureau of Investigation, notified Vlasiuk of suspicion under Part 4 of Article 191 and Part 1 of Article 366 of the Criminal Code of Ukraine - forgery and embezzlement.

Viktor Vlasiuk appealed the suspension, citing his disability and the need for funds for treatment, and also claimed that his work was important for the development of the community. On October 7, the court imposed a bail of 181.6 thousand hryvnias as a preventive measure.
