Mykolaiv region leaves deputy under house arrest for embezzlement

In Pervomaisk, the court left a local businessman and city council member under nightly house arrest. He is suspected of embezzling budget funds during the repair of the roof over the hospital's operating room.

According to the ruling, it is a contract concluded on July 12, 2023, between the Pervomaisk Central Multidisciplinary Hospital and the individual entrepreneur Vasyl Kapatsyn.

The investigation believes that the contractor overestimated the price of certain materials in the estimate and certificates of completion. As a result, the hospital, according to law enforcement, overpaid more than UAH 207 thousand.

The contract provided for the repair of emergency damages in the premises of the medical complex: repair of the roof over the operating unit and thermal insulation of the fourth floor ceiling. The total cost of the works amounted to UAH 1.8 million. The procurement was made without open bidding.

Law enforcement officials noted that the hospital had not appointed a person responsible for this particular facility, and there was no technical supervision of the work. The acts were checked only for the total amount and compliance with the contract, without a detailed check of prices and materials.

According to the investigation, the overstatement occurred due to the introduction of false data in the acceptance certificates. In particular, the cost of roof fences was overstated. To do this, the contractor allegedly used the details of a relative registered as a sole proprietor who was engaged in retail trade in bakery and confectionery products, but actually worked at the Premiera cinema owned by the suspect.

The contractor allegedly bought materials from this individual entrepreneur at inflated prices by almost UAH 20 thousand. The overpricing was also recorded for 50 mm thick boards: they were listed in the acts at UAH 224/m², while the actual price was UAH 171/m², and later - UAH 186/m². According to the investigation, the overcharge for this item amounted to UAH 27.9 thousand.

The suspect was accused of misappropriation of property by abuse of office and forgery. The court imposed a nightly house arrest on him and assigned him a number of duties. At the same time, round-the-clock arrest was not applied due to the suspect's advanced age, health problems, family status and business activities.

The suspect tried to appeal the preventive measure, but the court of appeal dismissed the appeal. Therefore, the suspect was left under nightly house arrest.

Vasyl Kapatsyna, a deputy of the Pervomaisk City Council , was suspected of misappropriation of budget funds and forgery in October 2025.
