Mykolaiv deputy suspected of misappropriation of funds during hospital repairs

In Mykolaiv region, Vasyl Kapatsyna, a deputy of the Pervomaisk City Council who is also an entrepreneur, was suspected of misappropriation of budget funds and forgery. The investigation revealed that during the urgent repair of the roof of the city hospital, the deputy used his relative's company and deliberately overestimated the cost of materials.

This became known from the relevant ruling.

The Pervomaisk municipal hospital signed a contract with Kapatsyn's company for UAH 1.84 million to repair the roof over the operating room. Although the contract was signed without a tender due to an urgent need, investigators found that the contractor used the scheme to obtain excess budget funds.

According to the court materials, the MP entered false information in the acceptance certificates. He stated that he had purchased ready-made walkway boards for UAH 686 per meter, while in fact he bought ordinary boards for UAH 270 and made the boards himself. A similar fraud was applied to the roof fencing, where the cost was inflated twice.

His daughter-in-law's company was used as a cover, although it was officially registered for bakery trade, not construction. In total, the investigation found that the MP overstated the cost of construction materials by more than UAH 267 thousand.

Despite the request of the prosecutor's office to take the suspect into custody due to the risk of influencing witnesses, the court imposed a measure of restraint on Vasyl Kapatsyna in the form of nightly house arrest until November 22, 2025. The MP is prohibited from leaving his residence from 20:00 to 06:00 and from communicating with other defendants in the proceedings.
