Former member of executive committee of Pivdenoukrainsk put on wanted list

In Pivdenoukrainsk, the chief specialist of the urban planning and architecture department of the executive committee of the Pervomaisk City Council was served with a notice of suspicion. According to the investigation, she deliberately approved the replacement of pipes at a heating facility, which caused multimillion-dollar losses.

This was reported by the Center for Public Investigations.

It is about the overhaul of external engineering heat supply networks from TK-515 to residential building No. 49 on Naberezhna Enerhetykiv Street. According to the contract with the private enterprise Demsei, the work was to be carried out in accordance with the project documentation and in compliance with all technical standards.

However, according to the investigation, the head of the department replaced the design pipes with other, technically unacceptable ones, which increased the cost of materials from UAH 1 to 4 million.

The consequences of this replacement were catastrophic: from May 2023 to January 2025, 96 hot water breaks were recorded at the facility. To restore normal water supply, the city council was forced to lay a temporary pipeline at a cost of over UAH 1.2 million from the budget.

By the way, the Antimonopoly Committee accused Demsei of collusion in the bidding process for the procurement of services for the repair and overhaul of Druzhby Narodiv Street in Pivdenoukrainsk. The Center for Public Investigations wrote about how the same street had been repaired for three years in Mykolaiv region.

According to the investigation, the former head of the department, using her official position, acted against the interests of the service by providing undue benefit to the company. The amount of damage caused exceeded UAH 6.8 million.

On January 22, 2026, the suspect's mother was informed that her daughter was suspected of abuse of office under Part 2 of Article 364 of the Criminal Code of Ukraine. Investigators have documents, contracts, estimates and expert opinions confirming the facts of violations. The suspect did not appear at the investigator's summons, did not provide reasons for her absence, and did not provide documents confirming the validity of her absence.

According to the investigation, on December 28, 2025, the suspect left Ukraine through a checkpoint on the border with Moldova and has not returned since. On February 13, 2026, she was put on the wanted list, and on February 15, 2026, she was put on the international wanted list.

If the suspect is detained or appears before the investigators, her pre-trial investigation will be conducted in accordance with the usual rules provided for by the Criminal Procedure Code of Ukraine.

According to the Unified Register of Declarations, Iryna Prystavska is the head of the Department of Construction and Repairs of the Yuzhnoukrainsk (Pivdenoukrainsk) City Council. And according to the same declaration, but for 2025, Prystavska was also the chief specialist of the Department of Urban Planning and Architecture.

Prystavska does not own any real estate, but since January 30, 2023, she has been using an apartment of 36.5 square meters. The owner of the apartment is the territorial community represented by the Yuzhnoukrainsk City Council of Mykolaiv Oblast. The cost of the apartment as of the date of acquisition was UAH 703,560.

In 2024, the official's total income amounted to UAH 528,146. In particular, she received UAH 247,685 as a salary from the Department of Construction and Repairs of the Yuzhnoukrainsk City Council, and UAH 202,673 from the Executive Committee of the Pervomaisk City Council. In addition, the declaration shows UAH 77,655 in alimony and UAH 133 in cashback from the bank.

She became the head of the department in August 2021 after its creation and remained in the position until May 2024. Subsequently, Natalia Misianovska took over, followed by Oleh Nesterenko.

As for the latter, according to the investigation, from September 2024, he could have organized a scheme to embezzle community funds during the implementation of a project to overhaul and arrange lighting on Naberezhna Street in the village of Buzke, Voznesensk district.
