Ex-deputy of Odesa regional council was charged 13 million

Former deputy of the Odesa Regional Council Vitaliy Vitikach signed an agreement with the prosecutor to plead guilty to illegal enrichment.

This was reported by the press service of the Specialized Anti-Corruption Prosecutor's Office.

On April 9, the High Anti-Corruption Court approved a plea agreement concluded between the SAPO prosecutor and a former deputy of the Odesa Regional Council. The official had pleaded guilty to acquiring assets that significantly exceeded his income before being served with a notice of suspicion and initiated the plea agreement.

It was about the real estate acquired in 2023-2024, namely a residential building and buildings located in a dacha construction cooperative in Odesa region. The value of these assets is UAH 11 million 21.8 thousand higher than the legitimate income of the regional council deputy.

The court found the deputy guilty and sentenced him to five years in prison with disqualification to hold positions related to the performance of state or local government functions for two years, but under the agreement he was released from serving the main sentence on probation with the imposition of the duties provided for. As part of the agreement, the convict is also obliged to transfer UAH 11 million (the equivalent of the object of the offense) to the State Budget of Ukraine and UAH two million to support the Armed Forces of Ukraine, to the charity fund "Come Back Alive".

Vitaliy Vitykach, 45, entrepreneur, co-founder of Smarsi LLC, which is engaged in data processing and posting information on the Internet. Member of the Servant of the People party since 2020, head of the faction in the Odesa Regional Council. "Servant of the People was the first party he ran for office from. A year earlier, in 2019, he failed to get into parliament from the same party. In 2025, he was prematurely deprived of his powers as a deputy at his own request.
